Approached  Caroline Jackson MEP  on  6th July 2008 via e-mail with a letter of introduction and again on 10th July 2008, also via e-mail,  with an apology for technical site problems.

On 14th July 2008 we received the following, via e-mail:

Thank you for your email regarding your Free Sea Pass campaign.
 
I have taken a look at your website and would like to thank you for bringing this matter to my attention. I also note your home page asking for the creation of a new Free Sea Pass from the European Parliament.
Although I sympathise with your views, I am afraid that MEPs cannot propose new legislation as you would require; the legal right to propose new legislation rests solely with the European Commission. However, MEPs can, under Rule 39 of the Parliament's rules of  procedure, adopt a resolution requesting the European Commissioin to come forward with a proposal.Such a  request needs the support of a majority of the total number of MEPs to be adopted. Even then, such a request is not an imperative: it is up to the Commission to decide whether or not it wants to act upon such a request. I think you would need to do some lobbying spadework with MEPs in the new Parliament from 2009 to be certain that such a request actually is supported.
 
However MEPs can find out from the Commission if they are aware of this issue and what can be done to ensure that live aboard sailors can find safe anchorage without charge. In the event that you do not receive the information you require following Sharon Bowles' question to the Commission, I would be happy to table a further written question on your behalf.

Thank you so much for your support and for offering to table a further question to the European Commission in the event that Liz Lynne is unable to get an appropriate response. 

The UK needs more politicians like both of you.
