WHO SHOULD HAVE A FREE SEA PASS?
















 

 

The Free Sea pass would only be available to live-aboard cruisers who have been living aboard for a minimum of two years continuously, or at least 40 weeks per year to allow for visits to friends, relatives and medical facilities ashore, and have no other residence or property ashore. The Free Sea pass would have to be surrendered in the event of these circumstances changing.

The issuing authority could charge a reasonable fee for the Free Sea pass, perhaps once every ten years, to reduce administrative work, or even in perpetuity, on the understanding that only permanent live-aboard cruisers could use one and must surrender it upon moving ashore, without obtaining any refund.

There could be a substantial fine for using a Free Sea pass in the event of discovery that, in fact, the holder owns property ashore or only lives aboard less than 40 weeks per year.

The Free Sea pass could be issued to European live-aboard cruisers and, perhaps a shorter-term pass could even be issued to visitors from countries outside the EEU.

Each person living aboard would be issued with an individual Free Sea pass, perhaps a discount could be given for couples and families. Free Sea passes would include a photograph and be non-transferable
